The aim of the course is to enable the Trainee to become proficient in the use of English language both written and spoken, and maritime English for satisfactory exchange of communications specifically on board vessels at sea.

The course is open for all Trainees as a PRE SEA TRAINING COURSE FOR DECK/ENGINE RATING.
A trainee should possess a sufficient level of English that enables him to satisfactorily express himself about everyday topics and situations. He may make some minor mistakes but these will not generally prevent him from being understood. He may experience occasional problems in comprehension but these can usually be overcome with some help.
On successful completion of the course and demonstration of competence, a document may be issued certifying that the holder has met the standard of competence specified in the IMO Model Course 3.17 and of the Circular No. MSN 1/2007: MERCHANT SHIPPING NOTICE issued by the Merchant Shipping Division, of the Government of Sri Lanka.
A certificate may be issued only by centres approved by the administration.
